If it's a technically enforceable legal ruling, there's still a problem even if he "wouldn't".

I agree you're not allowed to yell Bingo on private property but it shouldn't be illegal, it should just be banned from the premises. This is not a problem for the law if no one was hurt.

He was being disorderly.  In other words, he was being a nuisance and disturbing the peace.
