I imagine is basically their technology team have moved on from Beyond since they have gotten the engine working and are already doing preparatory work for the next gen game
David Cage does not seem like the kind of person who would not stay on top of every single aspect of his game, so I doubt that he has moved on, but I would expect there has been some outline of the next game put in place
