Don't think publishers 'promised' anything really. It's up to Nintendo to convince them. Two problems with your line of thought however
1. Nintendo brings in a HD console after the others have been in the market for many years (around 7) and is only a bit stronger than them. Come next gen consoles wiiu will be again left behind tech wise. This is why DICE for example doesn't consider wiiu to be part of GEN3. If Nintendo produced a console that actually provided a significant leap and was dev friendly..it would have been easier going forward for multiplats. As it is now the system came late and do not have some of the market ps360 have claimed over the years and going into the future it's still going to be PS4/720 market vs wiiU for many. Not the ideal situation
2. Sales of the hardware has been pretty bad so far. But even worse sales of SW has been bad. This is the biggest concern. Publishers will be worried of jumping onboard with these numbers. For example this is without a doubt is the reason why Ubi postponed Rayman. This is where Nintendo should step up and really promote the system to publishers....even if they need to use 'incentives'. Once the hw/sw starts selling well more games will be made for the wiiu as well
