Arguably the console with the best overall specs did win the generations. PS1 won the sales race because part of its tech was CD drive with CD music playback. A spec completely absent from Nintendo and Sega consoles, and a spec the game development industry was right behind as the future of gaming. PS2 won because it again had the superior optical media specs, this time with movie play back. Wii won because it had the superior and highly desired motion control tech. Which MS and Sony came late to. MS didn't win in it's first outing because it was late and battling the PS1 momentum.
Raw power to make pretty pictures and smooth framerates might not be the tech that determines the winner, but superior technical functionality of one sort or another has definitely been a factor for each generation's winners, at least since Sony got in the game.
