Not an expert here, but I don't think they could change the CGI without redoing the whole thing and investing too much money. About the source's resolution, the CGI cutscenes in the GOW Collection look like ass for instance, but it looks to me like FFX's CGI had a higher resolution. At worse they'd look like this I guess:

That's better than some CGI in games this generation, very little compression. I thought that when they made the CGI, it would have made it at a higher resolution and with less compression than the CGI that ended up in the final game. As long as they kept a source file that they can recover, they could use better quality CGI without completely remaking it.

The bigger thing I'd think would be the problem is if they didn't render it in 16:9, and then cut it to 4:3 back then like most movie to fullscreen format. 
If they rendered it in 4:3 the only way to fix it without rerendering it would be to cut off the top and bottoms of the cutscenes which isn't ideal in the slightest.
