Would have been an awful business move so wouldn't have happened, since the game is selling pretty damn well outside of japan (something that would probably not have happened with a Vita release). However, if we are being hypothetical, then it's hard really to say. I'm sure it would have helped out the Vita in japan to an extent, but with a Ni No Kuni game having been released for the DS previously, i doubt the impact would have been substantial.
