It's low-end because, not only are they not the fastest chips around, but their is only one of them when allot of PC gamers are moving onto multiple cards to take advantage of higher resolutions.
In terms of single GPU performance a 7850/7870/7970M is most certainly mid-range performance, which is a very different focus from when the PS3 and Xbox 360 launched and they had high-end chips, then again for a few years they should be more than enough for 1080P. - In the PC space the old and venerable Radeon 5870 is still capable of maxing out most games at 1080P and that's almost a 4 year old card and would be in the same league as a Radeon 7850.

I'd say problem is in length of the cycle, not absolute performance - for same increase in performance/year as in Xbox1 to 360, they would need something like 7970 inside. However, if absolute jump is compared, PS4's GPU is about the same jump as 6th to 7th gen.
However nVidia spins it, GPU inside of PS4 is definitely not low end, specially when quick Steam stats check puts only around 8% of users at equivalent or higher level.
