Well, from a specifications perspective no WP8 will match up with the Galaxy S4 because by the time it releases these phones will all be 6 months old which is a fairly long time in the mobile market. The WP9's when they release in the fall may be a different story. As far as actual performance goes, though, I don't know how you can really improve on nearly instant web page loading and perfectly smooth OS navigation. The only thing an 8 core processor is going to do for you at this point is eat up your battery faster which is why Samsung had to include a 2600 mAh battery in the S4. I don't think there are even any apps on Android, games included, that will utilize an 8 core processor. When designing games and apps for these phones you have to design them with the knowledge that many people who install them will be doing so on 1, 2 or even 3 year old phones so you simply cannot optimize the software for an 8 core monstrosity of a smartphone. I guess if you like having 10 apps running at once then the S4 will be useful to you, but other than that I don't see how it's going to show much of a performance improvement over any other high end device. Time will tell though. I hope it's as impressive as Samsung is making it out to be.
As far as mobile browsing on Chrome is concerned I'll gladly test it against the WP8 the first time I come across someone using it on the same network as me. I'm fairly certain my brother in law uses it on his S3 and I'm pretty sure he's on an LTE network as well so I'll test it with him asap.

Yea the 8 core processor seems like overkill. I guess if you want a windows phone then the Lumia 920 is your best option.
