Its a fangame and they get help from some former Timesplitter developers.

As of know we can be happy it comes for PC and hopefully it stays there cause then it has a chance to be competitive.
I remember reading some articles where a lot of publishers didn't want to finance a new Timesplitters cause the marketing people said they don't know
how to sell something like that cause it isn't mainstream aka Copy+Paste Call of Duty.
They though a lot about kickstarter...Obviously something happened and they allow at least fans to work on it and take on the project.

You have no clue.
Its obviously not a real project with big money behind it.
Hence why fans are working on it and are allowed to use the IP at all - Crytek is probably only allowing them to use the expensive license for the Engine.
