To be fair.   I do think government COULD do it right when it comes to charity.

They just rarely get it right due to politics which usually lead to bad programs, and then the further funding of bad programs due to the need to be right even if you aren't because the slightest change will be held against you.

Essentially as long as politicians care more about their own well being then the actual well being of those they help, it will only cause problems in the long term.

That and course the problem of it turning the people more towards themselves outlined above... meaning such government policies soon fall out of favour unless kept in place out of simple fear of falling into such circumstances themselves.

It's hardly optimal as far as society evolving.
