The region sis nothing amazing though. It's just a small sim ran every 20 minutes, you don't really need the cloud for that. It should be as simple as-- am I in an offline region? Yes? Ok, sim the other cities in this region instead of making the servers do it.

It is just the way it works, it is the way they have designed it, but I am not saying that they HAVE to have it like that, but rather the way it is coded
When playing in a region, trading things like power, water, sewage etc are vital to keep a city moving and I definitely noticed that when the servers were acting up, I couldn't rely on my neighbours to deal with the sewage, it it just wasn't acting properly. So there is definitely simulation going on in the servers, it is definitely not as simple as flicking a switch
