That is true. If we knew exactly how to make chips smaller today we'd already be doing it. So these roadmaps rely on a series of unknown breakthroughs that might be better than predicted, or perhaps an alternative tech path will rapidly mature (I was speaking to my Materials lecturer on her work on FERAM that's progressing very well).
