There are clues that allow us to give a rather good estimate.  The PS4's GPU has 18 compute units that collectively produce 1.84 Tflops of computing power versus PS3's ~400 Gflops. Coupled with the CPU, the computer power goes over 2 teraflops. The 176GB/s of memory bandwidth is 3.7 times the bandwdth of the Cell + RSX. The 8GB of GDDR5 memory is 16 times the amount in the PS3.

You don't need to look that far, in fact. Just take the rough specs of the GPU's both console used, PS3's RSX based on GeForce 7800 series, against the PS4 Radeon 7800 series based GPU, and you can have a decent picture of what the leap actually is.

Not everything is subjective.  But ok, if you want to argue, maybe the leap isn't 10 times last gen, maybe it's 9 times. Or maybe 11. One thing is sure though, it is similar to the leap from PS2 to PS3 based on specs alone.
