I agree. It would not have been hard for them to do. But then again its even easier for a consumer to actually go and download their own browser... I mean seriously why should M$ have to bundle someone else's browser when its THEIR Operating System... But thats a different rant for a different topic.
Anyways as for M$ passing this off to consumers its going to happen. The point of any company is to increase your bottom line. Fines decrease their bottom line. In order to make stock holders happy in some way M$ will HAVE to pass this off to consumers. Thats just how business works. No matter if it was their fault.
