Well, most of the people who talk about how it was the worst game ever never played it. I've actually played it through a couple of times, and found it to be an interesting use of a license combined with for the time unusual gameplay. Honestly, I suspect the reason people didn't like it was because it wasn't an arcade style experience. That, and it really lacked replay value.

Honestly for a game that the programmer had only 5 weeks to make, it's not that bad.  The only real problem with the game is its confusing structure and objectives.  Unless you have the manual instructing you on exactly what to do, the player is pretty much clueless as to what the hell they're supposed to be doing in the game.  I used to think that the object was to keep the bad guys from kidnapping ET the whole time... I had no idea what the symbols at the top of the screen meant or that you were supposed to be assembling parts from the "phone" to call the ship back until years later.
