However, if I had to choose, I would much rather game designers focus first on the mechanics and rules of the game, and work on the story and art direction second.

That should be clear to everyone here, at least I hope. Otherwise I thought about this and it makes perfect sence, it's easier to tack on a story to a gaming framework (like Zelda) than to tack a gaming framework to a story, but in terms of the end result if it's done properly I'm pretty sure the latter gives a better result, overall (since I value story+ more than gameplay ultimately).
