The article is mostly nonsense but either way, certain PCs were stronger than PS4, are stronger and they will be. By now AMD is already researching and developing the next iteration of their APUs which will be even more power-efficient and powerful than what is to be used in PS4/NextBox. Both only take a snapshot hardware from a long-term evolution that AMD follows.
One disadvantage the new consoles have: the performance is now easily compared to usual PCs and I expect a lot of discussions between console gamers and PC gamers in the next years. Well, we will see.
The main difference consoles alwasy had (to me) is that the games make the difference and I expect this to be very true with Sony. What strategy MS follows has yet to be seen but I won't be surprised by anything because I think they want a seemless integration of Windows 8 across all platforms which could turn out bad for Xbox-exclusives (meaning they could only be console-exclusive).
