As a gamer, I choose the "make better games" option.

Here is the problem with that.  A lot of games that are not considered good are games that kids would like.  For example kinect games.  We dont like them but why should kids be out of the equation just because we dont consider them good.

What?

Games that are bought for kids are rarely sold back to stores or on ebay within a week, because kids are happy about getting a video game. In most cases it is a game they explicitly asked for, so they will want to keep it.

What im saying is just because we dont consider a game good doesnt mean that there is a demogrphic that thinks otherwise.  UIn some cases yes there is companies who makes bad games and I get that.  Duke Nukem comes to mind.  But i see way to often games like Halo, Call of Duty, Gran Turismo, etc  being sold used within the first week of release and that is bullshit.  Not only are they great games but they have a lot of replayabily.  That means those companies are losing money because of that.

There is other problems in the industry other than used games but used games are still a problem for the industry and not just for smaller companies but bigger ones too.  Even if they just stopped selling a brand new game used in the first few months would help over all
