Google Play doesn't have T.V. Shows, atleast in Canada.  Plus they have DRM so I'm not sure if their stuff will play on my PSP, Vita, or PS3/PS4.  Kinda like how Microsoft's stuff doesn't play outside of their phones, or iTunes doesn't play on non-apple products.  The movie industry is really pissing me off.

Oh yeah, definitely a difference based on region.

US has everything and yes it will play on all those devices via the browser so long as your browser supports HTML5.
