Why would they do it?

1. The ARM processor in PS4 is weak to run Vita games.
2. The ARM processor in PS4 is already in load for background process... even less power to run Vita games.
3. Sony want to sell Vita and PS4... not only PS4.
4. If Sony have any intent to run Vita games in PS4 it will use emulation or port and not the ARM inside PS4.

Anyway the PS4 have extra units for the work... I will give you a better picture:

1. UVD unit inside every AMD GPU: that's make the encode/decode video tasks without GPU resources.
2. ARM unit: standby, and freeze-frames current gameplay in memory for instant-on gaming when you power-up.
2. Unknown unit (maybe another ARM: downloads, uploads, video recording, backgrouund tasks.

In both cases is a low-power ARM processor.
