The major difference is that you can't buy new game pads for the Wii U. Or at least not yet. And when you can, you can still only buy a single one.
Nintendo does not get any morey back from using the game pad. Chances are the console would have been sold at profit if it wasn't included in the price. If the gamepad wasn't mandatory and was found in stores, then it would make sense to say the controller is there to decrease losses. As it is now, it only creates losses.
