First, again, there will never be a PS4-emulator but there could be software that enables a PC to run PS4-games. I know the difference is hard to see for people but there is a difference.
Your "other big thing": So you say that there is no XBOX-"emulator" is because of the games? Then why is there an ATARI Jaguar emulator? A 3DO emulator? Even a Virtualboy emulator has been written. The API-Wrapper for XBOX is just a huge amount of work and would require to know the dev-tools by MS completely.
