The deal I'm seeing on the MS page includes an XBL 1600 pts download coupon for the $59.99 price.
So, it's more like a $19.99 pts card with purchase, usable for any XBL purchase (to include a Gears Judgement Season Pass), making the effective price of the game $39.99 if one regularly buys content on XBL.
And they threw in a couple of DLC items.
That's actually a pretty generous deal.
