RPG elements aren't a requirement for spy games. Not sure where you got that from. As long as you take control of a spy, it's a spy game.

Idea is to have an experience you can customize to your play style and develop. The norm with this is character development or an RPG-like experience. XP is a way to have this done. The issue run into is exactly how does one define what it means to be a spy, Spy stuff has to be more than stealth, because it involves deception and so on, and picking the path to infiltrate. One can get cute and speak of Team Fortress 2 as having the ability to be a spy, but the experience of being a spy is different.
There have been attempts at doing spy stuff, like Bond games, but nothing has broken out yet to be the prototypical spy experience.
