The order goes in storyline order :



Persona 1 - > Persona 2 Innocent Sin -> Persona 2 Eternal Punishment


Persona 3 -> Persona 4


^ Persona 4 like Persona 2 has some connection with Persona 3 but isnt directly related storyline wise, you might see some locations and characters but nothing storyline breaking worth.

One of those Persona 2 games isn't localized for psp
