Don't think so. It is made by capcom but it could be a timed exclusive due to when the PS4 or Xbox3 launch or if Capcom didn't start porting/developing it for Xbox3 early enough. It is kind of up in the air but I'd expect a unified multiplat launch, but who knows.
Before the PS3 everyone was nice to me :(
