No.  He never claimed it was always online.  He never has confirmed Kinect 2 is built in but hes given detailed specs of it and released pictures of it as well as pictures of its programming files

He said kienct was mandatory, and that all games required full installs upon putting the game in the console, adn that the processor was the Oban chip, which was having production problems relating to chips per wafer.
