I don't think they are. In fact; I think this is what they were hoping for all along, both Nintendo and Sony showing their hand first, this allows MS to counter and act somewhat according to the public reactions.
The core design won't change but they can add last minute changes that could work wonders, such as launch price, fees, used game playback, extra content for streaming, securing more 3rd party DLC or time exclusives etc.
Overall, MS are in a really good position, by far the best of the three, going into the 8th generation of home consoles.
