Also, it's not unprecedented for Sony to give developers the tools they need at a subsidized cost. They have done this before with the PS3. I cannot say if they will do this with the PS4, but it is not outside of the realm of possibility. As for PSM, look at it this way, Sony is trying to erect an ecosystem and getting devs to work on the different platforms is a start. So if they don’t have the financial wherewithal for working on the PS4, then that doesn’t mean they won’t have options since they have an alternative platform to work with in the mean time (PSM).

Good points. I'd imagine that sometime down the line they'll offer cheaper options for PS4 development to smaller developers. But in light of how dev kits tend to be somewhat scarce in the early going, it'll probably be a year or two until that begins.
