Playstation 4 Blocking Used Games: "Up to the Publisher"

PS3 has the ability to tell if a disc has been played on another console or not. They could potentially include the same technology and publishers could do that check each time you boot the disc up.

Or other possibilities. I'm gonna call BS on this though, none of these companies are dumb enough to block used games.

Do you have any source for this? This is the first time I hear about this ability, and I don't understand how it could work on normal read-only Blu-ray discs.
