The OP is not entirely correct.
The main draw of Wii U isn't off-screen play, but asymmetric play - like what you see in Zombi U. The PS4/Vita combo won't do much of that. There may be a few games, but not many. It would mean that devs would have to limit their software to a very niche market (those who own and PS4 *and* have a Vita). With budgets ballooning next gen, it's too big of a gamble to require the Vita for a PS4 game.
So yes, off-screen play is something the PS4/Vita combo will do and that's a great bonus. The biggest drawbacks of this is the total cost of the package and the Vita being relegated to PS4 peripheral. But it's a neat feature nonetheless.
