No. A software emulator can allow you to run a program designed for one piece of hardware on a different piece of hardware, provided it's powerful enough to run the emulator. For example, I can play anything from Pong up to N64 on my PC without problems via emulation. The PSP can play NES games via emulators made by homebrew programmers just as the 360 can play Xbox games via emulation, despite not sharing a single chip with the original xbox.
