I think it will be the same case with PS1 classics on the PSVITA. That it was required that the game per-se to have some kind of emulation in order to be played in the device. I think this kind of thing will happen with the most successful PSN releases first, and then it will begin to spread into the other titles. And if you already bought it, you will be able to download it again on your PS4 once it is ready.
These are smaller games that does not use the whole complex PS3 environment in order to be playable so, I think emulation will be an option for these games.
