I think MS has something big cooking, or they think they have something big cooking, and they expect to steal the hype train when they do their reveal.
In many ways if the launch window is the same or close to each other the last to announce gets an advantage, if they have something impressive to show.

Which do you think will get more press at E3, a new console being shown for the first time or one that was already shown and discussed 4 months previously?

E3 doesnt go on CNN. When a new console gets air time or is revealed the news is all over it. Nintendo, Sony and Microsoft all get interviews with the public press after they unleash a new console. Essentially this meeting means more, kind of like CES. E3, Gamescom and that ilk get left to the gamers.
