I would think the same thing but like you said, Lightning Returns is already fitting in the 2013 window. Then there is also FFXIV to think about. At earliest Versus is a Late 2014 release. Thats only less than 1 year after PS4/Orbis's release but FF's track record has shown that the last FF to release on any given console sells the worst, partly because they are usually released well after the next system's debut. All of SE is riding on this one game, they need to to be successful, for their fans and shareholder's sake.
I think it is worth noting that SE has been attempting to upkeep part of their original plans, while revising other facets of it. For one, We all know FFXIII, Versus, and Agito were meant to be apart of the FF compilation known as Fabula Nova Crystalis. That is 3 games meant to expand the universe. After FFXIII being critically panned, Agito was turned to Type-0, and Versus went dark. They are substituting those games with FFXIII sequels to keep the promise of FNC being a series(and being able to use old engine and assets), but they just weren't willing to risk two very ambitious projects being pulled down by that name. Rumors still point to Versus being renamed.
What this means is the likelyhood of Versus turning into XV says that SE will want to make a big splash with it, making a next gen console debut more likely.
