Fallout doesnt have memorable characters? lol. Im guessing you played Fallout 3 and didn't like New Vegas much. (Even fallout 3 and Oblivion have more memorable characters than Skyrim.)
Dark Souls on the other hand, does it right. It doesnt waste my time with useless characters, bad dialogue and mediocre stories like Skyrim. And its not like Skyrim is flawless outside Bad Characters, Some of the worst combat in any big RPG, terrible loot system, Samey locations, Cities with only 20 people living in them. They even went backwards from some of the amazing quests in Oblivion. But lets blindly ignore all that, let them make terrible ports and give them 100 game of the year awards because of the pretty worlds and great music. Skyrim has characters, so why not make a few worth remembering instead of wasting all our time talking with boring characters? It would only make the game all the better. And it only hurts the lore not to have them.
