I know for a fact MS saw this coming and it made a lot of sense to do this. Why? First, it generates positive press for them. Their console is in demand - and they can't keep pace - and all this right before GTA IV launch. It's funny - and it steals the attention from Sony momentarily.

You'll see a major spike for 360s like they did when Halo 3 hit - only this time, they are gonna tout that they have the lowest priced consoles that will play the complete, definitive version of GTA IV. Sony can't stop this right hook, they can only hope to contain it. Not happening, son ...

My only problem with your theory is that PR wise MS doesn't come out on top. They look foolish and beaten. Its not the way to start 2008.

 

 

Here's the deal - MS needs to sell off the remaining rotten apples. It can do this AND create a mild stir. In the process, folks will hear about how much more reliable the 360 is and how it is graphically the same as a PS3. Then, a few weeks out before the GTA IV launch, we'll see them rolling out in force.

PR is about selling the sizzle, not the steak. That's marketing's job.

Marketing makes the item attractive - but PR is what sells it.
