No, there is an MS-induced shortage. It won't be for long ... just during a time when good games are coming out and MS will raise the hype level a few notches. Lost Odyessey is their last somewhat big gun coming out before GTA IV and it will only appeal for a small crowd. I know MS is bluffing ... they are gonna steal GDC and tease to E3. Oh, trust me when I say - MS is far from being done.
It's like watching a chess game - you don't see the setup until the very end. Sony is putting its gaming division in peril by pumping so much cash to cover the PS3 losses. And MS is just laughing, ready to roll out cheaper and more reliable 360s and can point at Sony and in their best Michael Bay voice say 'Told you so! You got PWN3D!!!!"
