Specs don't tell the whole story. The fact is, even if 3DS's 3D switch is turned all the way off, all games designed for 3DS have to be developed with 3D in mind. In other words, 3DS games would all look better if developers didn't have to make them all run in 3D mode even though most people don't even turn it on.
You're comparing Wii's CPU clock to 3DS's, but that's apples and oranges. The number you used, "71MHz" difference between Wii and 3DS means absolutely nothing, as they are completely different architectures.
