It's not for the shoulder buttons but for the triggers because they are used to accelerate and brake.
With regular triggers you only can acceleate or brake always at 100%, but if they are analog you can regulate them and brake a little or make a more progressive acceleration when getting out of a corner for example, things that are not that much needed for an arcade racing game like this one or Super Mario Kart but that are very welcome in sim games like Project Cars or Forza/GT.
