I noticed that it's the lightest eeveelution to date, which probably rules out rock and steel types, though I doubt anyone was leaning that way. It could be a hint toward generally lighter types like ghost or bug. It's also the only eeveelution depicted in the scan with fangs, which would suit ghost and bug fine, as well as poison.
The main color looks like a normal type, sure, but the freaky blue eyes are throwing me off.

Some people have speculated about a new "light" typing to go along with dark. I guess that would make sense with all the light colors. If it's not a new type it must be normal. Either way, hate the design.

I hate the design too. Give me a day and I can give you at least 3 sketches of eeveelutions that would look better. (I actually do draw, so this isn't extreme hyperbole)
I am also thinking that it could be a new "light" element. The ribbons immediately made me think of the friendship meter though, akin to Blissey...
I can imagine the description saying something about "love", if not "seduction". Nympheon? Come on now.
