I'm 99% sure the PS4 will have full remote play on Vita. The PS3 can't do it for the same reason it can't do cross-game chat, the resources are already being used. With the PS4 however it can be built in from the start.
With that said, what would full PS4 remote play do to Vita games? Would the big games just vanish? I can't see why someone would want to play KZ:M when they could do KZ4.
