I mostly agree, but to be fair it's pretty impressive that Wind Waker managed 900k sales on a console that barely sold 4 million lifetime in Japan -- almost a quarter of the GameCube's base bought the game!
It's possible that future home console Zelda titles will be more geared toward Western audiences (a la Twilight Princess) while handheld Zelda games will be geared toward Japanese audiences (Phantom Hourglass, Spirit Tracks). Or maybe Nintendo will continue trying to find a certain style that appeals universally to all demographics.
