Reasons why that should never happen:
- Costs domestic developers hundred to thousands jobs. There would be no need for a development house.
- The chances of the quality being higher domestically is much higher.
- It will turn gaming into a cheap mill.
- Its artistically dishonest and doesn't represent the area in which the game isn't being created (WRPG vs JRPG argument).
- Different countries have signature work styles. Japanese tier system vs the western merit system.
If everyone keeps thinking like a capitalist to the tenth degree most game developers in the west will eventually because the Asian market is cheaper. Look at what is happening to the west right now in the corporate world as a result. It is not a model to be followed in the best interest of all parties.
