Why does Sony take so long to come out with exclusive games for PS3?

Maybe b.c they are trying to make this game the best game as possible.
For example, SSBB. It was set to release last june but w. delay after delay (adding char. etc) the game still hasn't come out yet..
Maybe sony's doin the same ,you know?
