depends on how expensive the controller is.  If they keep that basic or just add a couple small things they could easily double the WiiU internals cost.  WiiU costs $350 because of the controller, it's about $150.  So they have about $200 worth of hardware in the box.  Sony could make a $400 box with a controller that costs about $50 (current price I believe although it probably doesn't cost that much for them to make) and easily outshine the WiiU graphically by a big margin.

WiiU also costs that much because of its size and power consumption. It costs more to make smaller hardware. I expect PS4 to be much bigger in size, cost $100 more and have significantly more power.

Retail. Then there's the issue of Sony possibly selling it at a bigger loss than Nintendo are selling WiiU. Perhaps...

I saw a breakdown or two where they said they could achieve 1080p 60fps with 4gb RAM with a system around $400 to manufacture, factoring in Sony's prices, the fact that it'll be over half a year before they have to make (driving down costs of parts), and console optimization to achieve those goals.
