That's actually an incredible number for a system with such a small installed base.
It's the same thing I said during the 3DS's dry spell, anyone who releases a high-quality IP right now will see an amazing level of market penetration. "Blue ocean strategy" I think is what the cool kids are saying. The people who said that launching with AC3 would kill it were especially wrong.
There is definitely a market for core games on the Vita. It's a good opportunity that publishers shouldn't let slip by. I'd be willing to bet that Vita owners are buying what's out there at a fairly high rate, with a lot of that being high-profit digital sales.
It's short-sighted as hell for publishers and developers not to expand the Vita market. It's another place to sell video-games and one where the competition isn't so fierce. If you make a good Vita game, there really isn't much chance that you're going to get choked out of the market by rival sales.
