Yeah i'd go with that cable if sc94597 says it works good.
I bought an X2VGA transcoder months back and it works amazing but it's more expensive and a simple VGA cable wasn't offered back then (or I just couldn't find one 
).
As for the 480i Wii and GC games not the cable nor a transcoder would get around that as most monitors can't handle 480i resolutions. In that situation using the TV card is your best bet. You can try to minimize the delay by using Dscaler, that's what I use with my 480i GC games.
I'd still suggest getting the cable for your 480p games as it looks far better.
