The base refresh rate for Sony 4k TVs are 100Hz that can be boosted to 800hz using the Sony's MotionFlow MCFI... but of couse this boost just repeat the same image... so the real refresh is 100Hz.
The biggest issue lies in the input refresh rate... the latest version of the HDMI (1.4b) can just work with 4k resolutions at 24Hz.
So you have to go to with DisplayPort 1.2 to get 4k at 60Hz or expect the release of the HDMI 2.0 to buy your TV/console (if these are compatibles).
Ops... just to understand if you have a Sony 4k TV the low (base) refresh will be always 100Hz... so if the input are HDMI (24Hz) or DisplayPort (60Hz) the TV repeat some frames to reach the 100Hz do show the video... to see true 100Hz (100fps) you need a new input tech not disponible yet lol.
That's for 4k resolution... for 2k or 1080p you can input over 60Hz (60fps) with HDMI or DisplayPort.

But seriously, HD is just the middle child, and the only thing that is going to truely sell 4K HD TVs is the Glasses-Free 3D ability that over 99% are of.
But I'm going to settle with a Smart 3D 2K HD TV (upgrade from my current SD TV) and wait for IMAX quality TVs to come out.
