The one who recorded this video said the framerate is low even on the 3DS. He also said the graphics are better than Mario Kart 7's, so I guess we'll have to wait for other impressions.
"Unfortunatelly this comes at the cost of a low frame-rate, but the frame-rate seems to get better as the game goes on."
